Alang Port Infromation

Respected Sir/Madam,

Please find below given necessary Information and important Guidance for Alang to your good office and Master of the Vessel. Please arrange to forward a copy of this message to the Master for his ready reference.

ALANG LOCATION: ALANG is on the West Coast of India in the Gulf of Cambay and approximately it is 55 KM (Fifty Five) from main city of Bhavnagar (Gujarat).

IMPORTANT : Alang is an open anchorage situated at WEST–COAST OF India   and there is NO Any kind of  restriction of  Draft / Dimensions /  Area for anchoring etc…

POSITION CHART  FOR  ALANG,

ANCHORAGES  POSITION :

NORMAL (IDEAL) ANCHORING POSITION for GOPNATH : - 

First of all, Gujarat Maritime Board (PORT) provides anchorage position for Gopnath. First, Vessel has to arrive at this position and to inform us, can inform Gujarat Maritime Board (Port) and take new position for Boarding.

ONLY FOR ARRIVALS & BOARDING FORMALITIES : - 

I.M.P.NOTES : - Please note,  Below anchoring position  is only for your reference and approximate idea only. Due to heavy under water current at Alang,Please keep safe distance from other anchored Vessel’s and  then drop your vessel’s anchor.

Before your arrival / anchoring, please ask and check with Bhavnagar Radio (Port wireless station on Channel 16) regarding for safe anchoring. And it is advisable for the Master to arrange a Round the Clock watch on the Bridgeroom -No pilot will board the Vessel.

Vessel must arrive at Bhavnagar Anchorage (Boarding) Position i.e. 4 TO 5.5 Miles NORTH – NORTH -EAST OF PIRAM LIGHT HOUSE.  

LAT              :    21'.  40 .  419’   NORTH

LONG            :  072'.  23 .  471’   EAST

(Above position is for reference only. We will advise correct position once we receive from Port Authorities.)

TIDAL RANGE AND FLOW :  Alang is A Tidal Port (Boarding & Inspection are done only on tide time.  it means it takes a minimum of 8 to 12 Hours approx to complete boarding / inspection formalities.) Tug leaving from Bhavnagar jetty for boarding shall return after 10 / 12 Hrs. or so being a tidal Port. The Port authority publishes a HIGH WATER Tide table which is available from us(AGENTS)  and can be provided to your good selves.

HIGH TIDES :   will give you at the time of Boarding.

MOORINGINFORMATION: Vessel is beached during high water tide of over 10.00 meters and above only.

TRANSPORT: Alang is 55 Kms. away from main city (BHAVNAGAR) and approx one hour journey by road. For onward journey nearest Airport from Alang is Bhavnagar , and for Mumbai there are daily two flights from there. Another nearest Airport is in Ahmedabad City (around 230 Km far away from Bhavnagar City ).

IMMIGRATION SIGN OFF : As per prevailing Immigration rules, Immigration authorities do not permit crew sign off at Anchorage  except in case of emergency or on serious medical grounds. If there are PAKISTANI / BANGLADESHI / GHANI / AFRICAN Crew members on-board, then Immigration escort will be required till they leave India (Mumbai / Delhi ). The Escort Charges of same, will be extra.

Please note that Domestic airlines allow only 40 KGs Baggage per person. (NOTE FOR INDIAN CREW ONLY) If vessel have Indian crew members on board then in this situation, when these Indian crew members left the India to join the ship, the Immigration office would have issued a departure / arrival card to the crew members and out of two cards, Immigration department would have kept departure card with them and would have handed over arrival card to the crew members.

The arrival card must be kept in safe custody by all crew members as the same arrival card has to be produced to Immigration officer at Bhavnagar at the time of sign off after beaching.

BHAVNAGAR RADIO (Port Wireless Station) : Bhavnagar Radio opens between 10.00 AM To 18.00 PM for assisting the Vessel at the time of arrival at Alang anchorage. The Master should inform about his arrival and other necessary information of the Vessel to Bhavnagar port wireless station on Ch – 16.

Please inform if any requirement at the time of arrival at Alang anchorage so can arrange for the same at the time of Boarding, if possible to save additional tug charges which are high.

Survey Surveyor shall board the Vessel along-with Customs authorities and Owner’s Agent to issue necessary certificates as per agreement i.e. (A) Portworthy Certificate (B) Light Displacement Tonnage Certificate (C) Working Propeller Material / Spare Propeller Material Certificate / Spare Tail-shaft /Spare Anchor Certificate (D) Certificate depicting the remaining Bunker onboard as required by the Customs Authority (Please ensure with Ch. Engineer and keep update Engine Log Book of all days). Also Original LDT Booklet / Capacity Plan / Engine Log Book / Anchor / Chain / Life boat / Propeller Certificate should be kept ready and hand over to the Surveyor First.

TRANSSHIPMENT: As per Customs Department and Ministry of Finance (Govt. of INDIA) new rules,Any kind of Radio / Wireless equipment and Unitor Bottles are not allowed for further Transshipment.

Regarding other Transshipment items, Master should take care that all the removal item dismantled packed properly along-with all the fittings and accessories and a Box wise List should be made and all the items should be brought along-with to shore after beaching of the vessel at Alang.

PHYSICAL DELIVERY : “ Instruct the Master of the Vessel to duly sign the Protocol of Physical Delivery Certificate during the arrival Boarding . The certificate shall be kept in strict Custody of agent and shall be forwarded to Buyers only after your confirmation. In case the Master fails to sign the Protocol of Physical Delivery certificate, we shall be forced to hire a Tug to complete the mentioned formality and exotic Tug charges will have to borne again by the owners.

VESSELE.T.A. NOTICE  :  PLEASE ADVSIE 5 / 3 / 2 / 1 / DAYS PRIOR NOTICE OF VESSEL ARRIVAL (E.T.A), ACCORDINGLY, CAN INFORM TO ALL AUTHORITIES. If you need any requirements please inform in well in advance so we can bring along with the boarding team and save exotic tug charges.

Prohibited At Alang
  • No residue Cargo ONBOARD (ONDECK & CARGO HOLDS) Any/Also Sweepage.
  • No opium / NARCOTICS OR dangerous Drugs onboard.
  • No Dangerous / poisonous Gases ALLOWED onboard AT THE TIME OF arrival except Carbon di-oxide(co2).
  • No arms, ammunitions & explosives (except distress signals) on BOARD.
  • NOT CARRIED ANY Nuclear waste or Hazardous Material on-Board.
  • No passengers on board.(IF HAVE DECLARE FIRST)
  • No live tree plants on board.
  • No favour parcels onboard.
  • No VEHICLE ON-BOARD.
  • No Animals onboard.
  • No animals skull / antlers / teeth / furr / skin allowed

TIME ZONE:  (GMT + 05.30) INDIA .

IMPORTANT :

following some precautions must be taken care of by the crew members before arrival of the ship at Alang

  1. Vessel must be clean i.e. Sweepings / waste material should be collect & disposed off property.
  2. There should be no spillage of oil, grease, slurry any where in the ship i.e. on Deck, in the engine room, in the cargo holds etc.
  3. There should not be any sludge or oil mixed with water in any of the tanks. If any sludge is there, Owners should discharge the same at the last port and should have certificate of it.
  4. There should not be leakage in any tank. If any tank has a leakage then it should be totally empty so the leakage does not take place.
  5. There should not be any dirty oil or dirty water in drums or barrel or cans at any of the places in the ship.
  6. Only seal packed barrels are allowed but then they should be at their appointed places only.
  7. If any type of insulation material is there in loose form then it should be property packed and stored at a proper place.
  8. Please ensure safe storage of packing material i.e. asbestos sheet, Polyutherane, packing sheet, any lead or dry battery + distilled water, any hazardous material is stored safely and securely at their places. Better, if such items are removed from ship.
  9. Cargo holds should be free of water and Cargo residues they should be empty and dry.
  10. There should not be any leakage of oil form the Main engine, Generators and any one of the machinery and if some leakages are there then the same should be clean.
  11. If any stores & spares is there in accommodation or on deck or in engine room, same should be packed properly and to be stored at their proper place.
  12. If there is any type of smoke detector in the accommodation, crew should remove one of each type of it to handover to the A.E.R.B. officer. (Atomic Energy Regulatory Board).
  13. No container is allowed on the ship either empty or in use for stores. But if same contains generator then its O.K.

8)        BOND STORE LIST IN FIVE (5) COPIES : If you have a Bond store & declared by the Master at the time of arrival at Alang anchorage to Bhavnagar Radio station shall be considered as final figure and shall be compulsorily surrendered to the Customs Department at the time of boarding free of any cost. Once the Bond store is declared, please do not allow any withdrawals for consumption of the Crew / Guest. Hence Master keep with him some Bond store for personal consumption of Crew / Guest gift. As per present customs rules one Crew member is allow to keep only  200 Sticks of CIGARETTE and One (1)  Bottle of  WHISKEY Or a Case of BEER, rest is tobe surrendered to Customs Dept. NOTHING FOR GOOD.

Please note, As per Customs and Ministry of Finance (Govt. of INDIA) new rules, Any kind of Radio/Communication / Wireless equipment are not allowed for Transshipment/Exclusion / Removal. Please remove the same at Last Port. As wellas unitor bottles are also not allowed for Transshipment.  

The other items (Removals) as mentioned in M.O.A. and are to be returned to Owners, please make sure that a full list of  Transshipment items is prepared before Customs Boarding, with each & every item declared by Master of vessel  in five copies  including  Model + Make + Identification of Items.  Please note, the list of removals declared by Master of vessel will be filed in the Customs I.G.M. papers.

Also Master should take care that all the removal items are dismantled,  packed properly  along-with all the fittings and accessories and a Box wise List should be made and all the items should be brought along-with to shore after beaching of the vessel at Alang.

At the time of Beaching, the Master has to carry with him all the TRANSHIPMENT ITEMS to shore  (thoroughly packed) and handover the same to us (Agents Rep.).

(If Possible Please Make 1st Page of Passport Photocopy for Immigration Purpose.Please handover to shipping agents Rep. onboard to clear Immigration formalities)

14) All officer compentency certificate xerox copy & hand-over to agents rep. onboard for clearing port formal list (port authority required).

15)      Photocopy of following Ship Certificate in Two set duly Stamp & Sign by the Master.

Kindly note, that 11 to 13 persons approx including Agent, Surveyor, Customs authorities shall board the vessel for necessary formalities. Please Keep seating arrangement in Officers Mass room or Conformance Room and not in the Cabin.

IMPORTANT : Please open all the hatch covers of the vessel for inspection of the customs officer at the time of boarding. also please open  2 / 3 side tank / ballast tanks for the buyers inspection

Please make arrangements for obtaining “GAS FREE CERTIFICATE” from Explosive Department, (Government Of India).   All the Port , Starboard and Center Tanks (forward and Aft).

A) Cargo tanks including turnk tanks.

B) Double bottom tanks(below cargo tanks).

C) Fwd & aft of bulk heads of cargo oil tanks.

D) Slop tanks.

E) Fore – peak / fore peak deep tanks / bunker tanks.

F) Tanks in the pump room ( if double bottom).

G) Cofferdams.

H) Any void spaces.

I) No oil spiuled below the pump room.

J) All man holes must be open & vantilated.

I.M.P  : Please note, during the Voyage from Last port to Alang, All the Man holes of the above mentioned tanks and any other openings of same should be kept open for Ventilation and prevent accumulation of Gas / Vapour in the Tanks.

Kindly Note, that no fuel or any other type of Oil should be stored in forward deep tanks (If there is any, please transfer the same to any other engine room tanks) The Gas free authority will not issue a Gas free Certificate if there is any Oil in forward deep tanks or for peak tanks. Also please keep open all the Cargo tanks cover & butter worth covers for proper ventilation & inspection. 

If the Tanks cleaned during the Voyage, The Bags of reside should not be kept on the Main Deck, it should be kept on the Deck behind the Galley.

If you have Gas free certificate from the Last port,Please handover to the Gas Free authority for there reference. It will be better for us / Vessel clearing..

# BEACHING INFORMATION #

Once customs complete their normal arrival formalities & 2nd boarding completed by other departments for desk review and if they are satisfied with the vessel you have to follow following : (but please check with your agent before following the below)

You have to shift the vessel ensuring your own safety first at your conveint time / tide, to five / six  miles south of piram light house, which is the normal anchorage position for the vessels calling at alang for demoliton.

After you shift your position you have to inform bhavnagar radio on v.h.f. channel 16 as well as to demo shipping (agents) that you have proceeded to south of piram light house.

If you have any requirements, like provision /bunkers  fresh water, you have to come to north-north-east of piram light house as the barges/tugs are not permitted to go to south of piram due to heavy / strong water current.

For beaching of the vessel no pilot (beaching pilot) will board the vessel. but alang port control will give ample shore assistance by giving exact bearing etc for a good beaching through bhavnagar radio and then guide you from the shore.

After beaching of the vessel, the master with the assistance of his crew members should release the co2 (carbon dioxide) presenton board (incl. co2 plant) in the air (ensuring their own safety first).(not compulsary – if you can easy to do, please do this, otherwise leave it as it is.)

You have to use your own vessel life boat for disembarking with the baggage after beaching of the vessel as there is no country craft or tug boats available on the beach.

Prepare your life boat after shifting of the vessel infront of beaching plot. there will be a gap of about 3-4 hours time to stuff crew baggage etc…into the boat and you can quickly disembark after beaching of the vessel. if the crew members get late in disembarking from the vessel, then it will be only possible to disembark after the water has receded. then the crew members will have to lower the baggage one by one and it will take a lot of time  resulting in un-necessary hardships with customs / immigration departments.

The capt. (crew members) has to bring all the excluded (removal) items as declared with customs at the time of arrival preferabley all electric / electronic items which normally are hand carried, like expenseives items, g.p.s. , etc… to avoid mis-handling, damages, losses etc…. please  hand over all the transhipment items (removals) to our representatives with box wise / sr. no.wise list for further dispatch after proper documentation  with customs department.

Please also bring all the distress signals declared at the time of boarding along with you to the shore after beaching. the same will be handed over too.

The local police dept. the immigration clearance of all the crew members is only possible  after completion of this formality.

You are requested to bring without fail at the time of beaching / shore along with you and handover to shipping agents.

(1)           ALL The walkie-talkies as declared in radio-list.

(2)           Engine log-book, /ship’s stamp  (will be returned to you after  verification).

(3)           All the distress /pyrotechinc signals.

(4)         Transshipment (removal – exclusion) items and  handover the same to the agent with duly  verified & checked with all items with list.

(5)           All ship’s certificate taken back for vessel deletion formalities.

Till beaching of the vessel you have to contact us day after day to update your position / bunker / provision /crew healthiness etc.
